Given: CFR Title 40 Subparts Cd and H
Subpart H: https://www.ecfr.gov/cgi-bin/text-idx?node=sp40.7.60.h
1. What are the allowable emissions of sulfuric acid mist under each regulation (lbs/ton produced)? Why are the two standards different?
2. Why is Subpart H more detailed?
3. Under Subparts Cd and H there are emissions guidelines or performance standards for
Sulfuric Acid Production Units. Based on the reading of only these two Subparts, describe which
facilities are regulated under each Subpart.
Subpart Cd-Emissions Guidelines and Compliance Times for Sulfuric Acid Production Units SOURCE: 60 FR 65414, Dec. 19. 1995, unless otherwise noted. § 60.30d Designated facilities. Sulfuric acid production units. he designated facility to which 60.31d and 60.32d apply is each existing "sul- furic acid production unit" as defined in § 60.81(a) of subpart H of this part.Explanation / Answer
1. Allowable emission of sulphuric acid as per first provision is 0.15 lb per ton. As per second provision, it has been increased to 10 percent of previous emission rate of 0.15 lb per ton i.e. 0.165 lb per ton or greater. Its because, code is amended further on date of Oct. 6, 1975.
2. Subpart H is detailed about each sulphuric acid production unit, definition of sulphuric acid, acid mist, standard for both sulphur dioxide and sulphuric acid, its emission monitoring test methods and procedures. Therefore, it has vast number of applications about standards of performance of sulphuric acid plants.
3. After reading both subparts, both subparts cover definition of sulphuric acid and/or sulphur dioxide which pollutes air causes acid rain, testing methods of measuring emission from sulphuric acid plant, to check whether its as per law or not. Also as per subpart Cd, emission of sulphuric acid mist is 0.5 pounds per ton. From both emission rates, whichever is less, will be applicable. Also, subpart Cd explains about compliance time for instruments which controls emission rates should be installed within 17 months from date of state emission standard for sulphuric acid mist. Otherwise, Subpart Cd has same definition as that of subpart H about sulphuric acid and sulphur dioxide.
