Engineer Salem is working in the municipality as a civil engineer. His main responsibility is to review new buildings engineering plans and approve it for construction. After working for 10 years in the municipality, he was offered a work opportunity with EMR Construction Company EMR is facing financial crises due to safety violations and unacceptable quality performance in many projects completed. Engineer Salem accepted to work with EMR Company to help in resolving some of the construction problems and other company performance crises. While working with EMR Company, Salem noticed that many of the company's projects were approved by his colleagues at the municipality even though it have many safety violations. Furthermore, Engineer Salem was requested by EMR's manager in many occasions to advice how projects can be modified so it would easily pass the municipality safety standard. 1. Here the ethical dilemma is there is never a right way to do the wrong thing - An active role in developing a culture of safety is the primary ethics and moral responsibility of a proffessional.Any deviation will have catastrpohic effect in the society or the end users.
