No, it is not ethical because Engineer E is a member of a city council and also chair the finance Committee which influence the project details and project cost and it's not legal way to give Project to any private firm without tendering and today's there is many global companies and firms which are doing great work in pollution control therefore under this circumstances it's not ethical and be a member of EPG and council, there is chances of corruption. Many countries don't allow a city council member to be a part or employee of any private firm because at one time, he or she doesn't focus on one job fully and doesn't give his/her best for the organization.
