Engineer Salem is working in the municipality as a civil engineer. His main responsibility is to review new buildings engineering plans and approve it for construction. After working for 10 years in the municipality, he was offered a work opportunity with EMR Construction Company EMR is facing financial crises due to safety violations and unacceptable quality performance in many projects completed. Engineer Salem accepted to work with EMR Company to help in resolving some of the ce crises. While working with EMR construction problems and other company performan Company, Salem noticed that many of the company's projects were approved by his colleagues at the municipality even though it have many safety violations. Furthermore, Engineer Salem was requested by EMR's manager in many occasions to advice how projects can be modified so it would easily pass the municipality safety standard. Sometimes modifying a construction project would mean reducing the safety standard to minimize construction cost and imposing more risk on residents. Engineer Salem realized that he is involved in a situation with opposed obligations that cannot all be satisfied, and cannot continue in a situation that would violate his moral values. 1- In the above case followings are the ethical dilemma :
a) niether Er. Saleem can satisfy all the safety norms as if they are followed cost and time of the project will be enhanced.
b) nor he can allow the project with modifications of safety violations as it will impose the safety risk on residents.
2-Following are the ethical issues involved in the above case:
a) Poor safety policies.
b) Unsafe working methods.
c) Fraud and bribery at muncipality level.
3- According to the NSPE code of ethics an Engineers, in the fulfillment of their professional duties, shall:
a). Hold paramount the safety, health, and welfare of the public.
b).Issue public statements only in an objective and truthful manner.
Er. Saleem has also served as Engineer in Muncipality so he should oppose the practice which are being conducted in the EMR construction company as it is the violation of fundamental canons of the NSPE on safety, health and welfare of the public.
Er. Saleem should also raise his voice on muncipality level so that the authorities and public both should get aware of the fraud and untruthfulness statement issued by construction companies.
