Since C1 and C2 are in series , their series combination is given as

C = C1 C2 / (C1 + C2) = 0.5 x 1.4 / (0.5 + 1.4) = 0.368 uF

Q = net charge coming from battery = CV = 23 x 0.368 = 8.46 uC

V1 = potential difference across C1 = Q/C1 = 8.46 / 0.5 = 16.92 volts
