A) At what rate is the flywheel spinning when the power comes back on?
B) How long after the beginning of the power failure would it have taken the flywheel to stop if the power had not come back on, and how many revolutions would the wheel have made during this time?

560 rpm = 9.3 rps (as in, revs per second).
a) Considering that the slowdown is linear, we can just treat the revolutions in the same way that we normally would metres.
So, 230 = 9.3*38- 0.5*a*382
==> a = 0.17 rps2 (that is, every second the number of revs per second drops by 0.17)
So, if v = 9.3 - 0.2 *38, we have that v = 1.7
b) 0 = 9.3 - 0.17t, which implies that t is 54.7 seconds.
