Explanation / Answer

When the Aliminium ball is brought close to the out side of the can (,Let us say that Al is positievely charged). So,there will be induced opposite charge , i. e negative on the out side of the can and simultaniously positive charge on the inside of the can, When the ball touches the pail , both the charges (on the outside of can -ve and on the Al ball +ve ) will combine on the outer surface and will come to neutral. SO no charge will reside on the outer surface , but net positive charge will remain on the inner surface of the can.
