then E = k*q/r^2

k = 9*10^9 N*m^2/C^2

q is the inside the charge of circle of radius 0.021 m

then q = 3.7-1.3 = 2.4 uC

r = 0.021 m


then E = (9*10^9*2.4*10^-6)/(0.021*0.021) = 4.89*10^7 N/C

B) Surface charge density is sigma = Q/A = (3.7+5.1-1.3)*10^-6/(4*3.142*0.061^2) = 160.37*10^-6 C/m^2
