A. It seems that the 1st flood event was approximately 16 days long.

It was started on 6/5/08 and ended nearly on 6/21/08.

B. It can be seen from the map that the peak discharge reached 18000 cubic feet/sec in the 1st flood event whereas in the 2nd event it reached up to 5000 cubic feet/sec.

So the difference in discharge is 18000-5000= 13000

Now, to calculate the percentage 13000 / 5000 *1000 = 260 %

So the peak discharge during the 2nd event was 260% big compared to the 1st event.
