Its a dipole as the electric field is entering and leaving the dashed region.

And the reason for the direction of dipole is" An electric dipole moment direction is from negative charge to positive charge."

Now, for deciding which side will be negative charge one should remember that "Electric field moves toward the -ve charge" and for +ve charge "electric field comes out of the +ve charge"

Thus, left side of the dashed region is +ve and right side of the dashed region is -ve charge.

Therefore, dipole moment is from right to left of the page.
