We know that the electric field = Kq/r2  where K is the Constant, q is the charge and r is the distance.
So the field strength at a distance of r is E= 24.5 N/C
and the second friend is three times away that the distance is 3r
so the electric field will be E2 = Kq/(3r)2 = E/9
E2 = 24.5/9 = 2.722 N/C
