the maximum current is flwoing in the 100 ohm resistance in series
maximum power = 22.5 W
100 * I^2 = 22.5
I = 0.474 A
Now , as the current in parallel 100 Ohms is I1
I1 = I/2
I1 = 0.237 A
maximum potential = 0.237 * 100 + 0.474 * 100
maximum potential = 71.1 V
the maximum potential that can be applied is 71.1 V

Power delivered to each resistor ,
resistor to the left = 22.5 W
resistor at the top of loop = 0.237^2 * 100
resistor at the top of loop = 5.62 W
resistor at the bottom of loop = 0.237^2 * 100
resistor at the bottom of loop = 5.62 W
