The Inductor in the circuit will act as an open circuit immeadiately after the switch is closed and acts as a short circuit when the switch is closed for a long time. Hence,

a) current is V/Req=10/20 = 0.5Amps

b) current is V/Req=10/(equivalent resistance of 20ohm resistors in parallel)=10/10 = 1 Amp.
