Federally Qualified Health Center (FQHC): It is generally called as a Community Health Center (CHC) and it is a primary health care center that is community based and patient directed.  

FQHCs payments are completely based on the ability to pay. Income eligible uninsured patients are charged on a federally approved sliding fee scale to ensure income or lack of insurance is not a barrier to health care. So the people who were not sign up for health insurance can also able to access free healthcare services at an FQHC.
