2. The Environmental protection Agency of United States then draft regulations with respect to bill passed by US Congress pertaining to environment issue.

3. The regulations as drafted by EPA are then forwarded to state governments who then in turn implement and enforce regulations as drafted by the EPA or forwarded by the EPA.

The process works in this order because laws have to be passed by US Congress in United States. So, any environmental law to be put in place has to be first passed by US Congress.

However, US Congress has delegated the work of putting the environmental laws into effect to EPA. Therefore, after Congress passes the bill, EPA develops enforceable regulations after wider consultations.

As EPA develop enforceable regulations after wider consultations, it put forward these regulations to respective state governments as work of implementing these regulations on ground is primarily of the state governments’.
