Final Volume of NaOH solution = 400.0 mL
Let final molarity be M2.
Using, M1V1 = M2V2
3.0 * 7.0 = M2 * 400.0
M2 = 21.0 / 400.0
M2 = 0.0525 M

Moles = Molarity * Volume (L)

= 0.021 moles
(b). Volume after dilution = 400 mL = 0.4 L
