Of coures there should be restrictions on having more than one children.As lot of population is making trouble to every aspect of the earth.Extra child means extra load on the biosphere.So it should be strongly recommend to have only one child.Overpopulation is the root cause of many social problems like unemployment,illetracy,pollution theft,robbery etc,
China has the world`s largest population.So they have evolved a new policy in encouraging its people to have just one child.The recent announcement that China’s one-child policy will be partially relaxed will be celebrated worldwide by libertarians, human rights activists and, most importantly, Chinese couples who have longed for larger families but dared not to face the consequences of doing so until now.Thus benefits of such a policy are more than its costs.
People who live in cities have fewer children than non-urban people. And the bigger the city gets, the lower the birth rate. For example, even many years before the one-child policy was introduced, the birth rate in Beijing started dropping dramatically as the city grew larger. In other words, the formation of many of China's megacities have significantly influenced total births across the country. Thus urbanization of rural areas can prove an alternative to this policy.
