a) IRES protein is developed by Viral Protein(VPg) Viral genomic RNA has a viral protein(VPg) at its 5 end instead of methylated nucleotide cap structure contains internal ribosome entry site allowing the translation of polyproteins. VPG protien is removed from viral RNA and translated to polyprotien.
b) The capsid of virus contains VPg proteins as soon as the virus cell enters the host it causes conformational changes in the virus particle causing the breakdown of capsid and releases of VPg proteins and these VPg proteins are responsible of producing of viral genome from positive strand and later into polyprotiens.
