Yes this plant requires an Title V permit. The first rule is If the emmision of Hazardous Air Pollutants (HAPs) greater than above Major Source Threshold (MST) of 100 tons per year then it definitely requires a Title V permit. As the current plant has 100,000 tpy of CO2 a greenhouse gas emiitted which is well above the MST we need Title V permit.
