hydrogen bond is special type of intermoleculer attraction between the hydrogen atom in a polar bond and nonbonding electron pair on a nearby small electronegative atom or ion.
a- On melting the molecules move apart.so less hydrogen bonding can occurs.there fore,there is a decrease of hydrogen-bonding energy on melting .
b-Molecules have enough kinetic ,so they can move apart and overcome the intermoleculer attraction.and most of the loss in hydrogen bonding occure.
