yes.

maturity is not only the development of secondary sexual characteristics but also the development of brain to think logically and correctly. they will be able to differentiate between right and wrong things by themselves.

we can not measure maturity with paper and pencil test. but apart from this test social experiment test is also necessary. like in a social cleaning experiment how they think, behave, respond to the difficulties etc.

a team consists of parents, teacher, social activists. a general test which is not based on subjects we read in classes but what we understand from the class. test consists of general questions, IQ, and social activities.

if they fail the test, teach them what's went wrong with their test situation and how to tackle it. and then again give the test.

the punishment for them is to do social works so they can understand the importance of the work, importance of thinking before acting.
