The answer must be tRNA have a promoter, but it does not normally have a TATA element The tRNA' s promoter's activity is increased by binding of the TATA box with TBP protein which increases the recruitment of transcription factor and ultimately transcription. previously studies in yeast shown that TATA element is not required for transcription of tRNA genes but now atleast in insect cells it is found that this TATA box binding with TBP must be needed for transcription. Hence it must be option D.
