Using equation of dilution


M1 * V1 = M2 * V2


V1 = M2 * V2 / M1


M1 = 16.0 M


M2 = 0.3 M


V2 = 100 mL


V1 = 0.3 * 100 / 16 = 1.875 mL or 1.9 mL

volumetric flask is very accurate and a 100 mL volumetric flask will measure exactly 100 mL volume (with very small error). Measuring cylinder is not that accurate. So major advantage of using volumetric flask over measuring cylinder is the higher accuracy of volume in case of volumetric flask.
