I believe this problem has the order of reactionsincorrect. CH3 is a ortho/para director (donates electronsvia hyperconjugation), so you cant get m-nitrotoluene in the secondstep, you would get p-nitrotoluene. Instead, I believe youneed oxidize the CH3 with KMnO4 or dichromate, yielding the COOHgroup, which is a meta-director. Nitration proceeds fromthere as normal to yield n-nitrobenzoic acid.
