Pressure at required point - Are you saying it would be the same pressure as 9 meters deep in water?
Pressure needed - If I have and air pocket with 2 Atm of pressure how is 0.2 Atm of water pressure going to overcome that. Does the water pressure just need to be greater then 2 Atm or does it need to be a certain percentage greater to overcome the forces in the diving bell? It shouldn't matter weather I'm injecting the water at 8m or 9m the pressure is the same in the air pocket.

Yes because in the same medium , the pressure in the same line in that medium are same.As Due to water there is Already 1.8 atm pressure So The limited Condition is pressure should be at least equal to 2 atm So pressure needed = 2 - 1.8 = 0.2 atm So an very infinite small increase from this will made this. For injecting pressure Difference matter.
