In a particular group in periodic table, ionization energy decrease as we move down a group because in each step of movement the atomic radius increases and because of that net attraction force between electron and nucleus decreases.

As we move across a period in periodic table, number of shells remain constant in each step of movement but nuclear charge increases. Therefore, net atraction between electron and the nucleus increases in each step. As a result, the ionization energy increases. Rb, Sr and Y belong to the same period and thus Y being the rightmost will have highest ionization energy.
