Here Mn is balanced

Balance H:

Mn2+ + H2O -----> MnO4- + 2H+

Now Balance O:

Mn2+ + 4H2O -----> MnO4- + 2H+

Again balance H:

Mn2+ + 4H2O -----> MnO4- + 8H+

This is the balanced reaction.

In MnO4- the oxidation state of Mn can be found out as:

1*Mn + 4*(-2) = -1

=> Mn = 8-1 = 7
