When HCl is added to 1 kg of water it dissociates completely to the ions and hence more energy will be required to boil the solution i.e elevation in the boiling point.

While when acetic acid is added to water it is weakly dissociated or not dissociated completely thus less amount of energy is required to boil the solution i. e causes depression in boiling point
