this is precipitation reaction, balance:
NiCl2 + 2NaOH = Ni(OH)2 + 2NaCl
add phases
NiCl2(aq) + 2NaOH(aq) = Ni(OH)2(s) + 2NaCl(aq)

mmol of NaOH = MV = 0.25*10 = 2.5 mmol
mmol of NiCl2 --> 1/2*2.5 = 1.25 mmol
