The convex meniscus of mercury in the glass capillary can be explained using adhesion and cohesion.
The adhesion is the attraction beiween dissimilar substances and cohesion is the attraction between similar/like/same substances.
So here in the case of mercury the cohesive forces (between the mercury particles) are stronger than the adhesive forces (between the mercury and glass). So the mercury goes down the wall , towards its own molecules , and the meniscus becomes convex , bulging outwards.
