If a liquid has low vapour pressure then the intermolecular forces of attraction will be more then more heat is required to seperate the molecules hence boiling point of that liquid will be high,if vapour pressure is high then the intermolecular forces of attraction are small so the boiling point of those liquids will be low.
Whereas if a liquid has low surface tension then the intermolecular forces of attraction will be less then it will have low boiling point,if it contains high surface tension then the liquid will have high boiling point.
So based on above information we cannot predict which liquid boils first either X or Y.
Surface Tension is the elastic tendency of a liquid surface which makes it to acquire the least surface area,So high surface tension liquids have high tendency to have more wax particles on it since liquid Y has more surface tension more wax particles can deposit on it.Hence mX will be less than mY.
