According to Lechatlier's principle additon of reactants or removal of products shifts the equilibrium towards right side.

Hence,

(a) Addition HSCN increases the concentration of reactants and hence shifts the equilibirum towards right side.

That means more amount of product can be formed.

(b)

Yes. We would observe the more amount of complex is formed in the reaction by the increasing of amount of thiocyanic acid.
