In conformational analysis, going with the steric bulk "A" values given for cyclohexane and following the same principle here, ethane link would have highest steric bulk in eclipsed form as compared to staggered form. The lowest steric bulk would be observed for acetylene linkage due to lowest number of hydrogens on it. Therefore, the greatest free energy difference would be observed between conformer pair A-A'
