Two possible reductants are : Sc^3+ and O2. But as O2 is present is aqueous solution in a very small amount, Sc^3+ will redyced.

Cathodic reaction : Sc^3+ + 3e- ---> Sc (s)

To possible oxidants are : Cl^- and H2O. But as the oxidation potential of Cl^-/Cl is smaller than that of H2O, Cl^- will re oxidised.

Anodic reaction : 2Cl^- ----> Cl2 + 2e-
