B is polar because it is a cis dichloro difloro ethene which has unsymmetrical distribution of electronegative atoms around its double bond which creates a dipole moment whereas the trans isomer has symmetrical distribution ans hence remains non polar.

A is cyclopentane and lacks carbonyl group whereas B is cyclopentanone which possess carbonyl group. The oxygen atom of the group being electronegative than carbon and hydrogen , creates a dipole moment which imparts polarity to the compound.
