We know the equation to calculate pH of acid buufer as,

pH = pKa + Log[salt]/acid]

pH = 9.1 + Log(0.338/0.349)

pH before addition of strong acid = 6.07

After addition of HClO4,

[Acid] = 0.349 + 0.083 = 0.432 M and [Salt] = 0.338 - 0.083 = 0.255 M

pH = 9.1 + Log(0.255/0.432)

pH after addition of strong acid = 8.87

Therefore,

pH after addition - pH before addition = 8.87 - 6.07 = 2.80
