On a cold Winter day, Zsike starts her car to let it warm up. She leaves the car running as she goes back into her house to wait by the cozy fire. A thief sees the unguarded car, hops into the car, and drives off. Zsike calls the police, and soon the police are chasing Zsike's car through neighborhoods at high speed. The thief runs into Anna who is badly hurt. The thief crashes the car and is killed. Anna wants to sue both Zsike and the police department. On what basis might she sue? Do you think she might win? Why or why not?

Zsike and police department are really not completely responsible for Anna accident, because If Zsike start her car for warm up and leave for warm up, But here thief can also easily start the car engine without any help and stole away from anywhere. And after Stolen the car by thief it’s a normal procedure to call police and give information about thief car stolen incident.
Obviously Police will chase the thief but here while chasing by police thief try to escape and while trying he hit the Anna and then killed himself. Because most of the time while chasing any criminal they try to escape. They not bother about any damages or breaking of rules on the road.
Yes Zsike have to alert when she was going into her house, because she will give chance to stole the car by thief easily. So at least Zsike has to give proper medical compensation to Anna and avoid such things.
Anna can may be win if she will sue the Zsike but not from Police side, because they just doing their duty. And every time criminals want to escape and while doing this they did lots of damaged. Yes Anna can win the case because of Zsike ignorance and careless action.
