National interest is normally used in International relation. It is the interest of the nation at global level.It defines the goal and ambition of a country on a broader level, which can be related to any field like: economic, military or cultural. The policymaker normally used the term to define objective of the state or justify the action of their state

National interest is interest of Nation-State on a global level, whereas the Nation-State behaviour is the behaviour of the group of People dwelling the nation. The Nation-State behaviour might not be the goal or ambition of the country. The Nation-State behaviour might be influenced by many factors and might get distorted with time. Thus we can’t use the national interest as nation-state behaviour as national interest which defines the ambition or goal of a country can be different form current Nation-State behaviour.

I don't entirely disagree, but i would add some citations as I am not interested in personal opinions ... you obviously got some of this from "someplace," so add the citations to bolster your argument.

The idea of individual nation states and autonomous ideal states has been disintegrating with globalisation with the advent of governmental and non-governmental organisations (Stephen D. Krasner).
The conventional norms of state, sovereignty are being challenged leading to penetration of external influence in specifical countries who wish to stick to strict control and idea of state (Elizabeth A. Ojit, global policy and realism)
The idea of a distinction between nation and domestic policies is now slowly becoming open to discussions (Hugo R, 2000).
The social relations are being delinked from a particular territory and the lives of humans are being open to the world in a single place (Stebe Smith and John Baylis).
