Creating a market for the sale of organs is ethical. This is because of the simple fact that organs from living donors can be used for organ transplants and this will help save lives of several people who face the risk of death due to the unavailability of organs required by them.

There are several donors of organs who commit to donate their organs after their death. There are also several people who willingly donate organs in their life (such as kidney). In the absence of an organized market, illegal trade of organs is encouraged and several poor and needy people are lured to donate their organs at a throwaway price. This helps the people involved in illegal trade of organs make large amounts of money.

Having an organized market will completely be ethical and it will stop the exploitation of people (usually the donors). The donors are, in most cases, wrongfully exploited and are paid paltry amount of money. Several donors are not paid at all. Existence of an ethical and a regulated market will stop all forms of wrongful exploitation of the donors. The recipient's of the organs will also benefit as there will be a ready market of organs and proper regulations will ensure that there is a ready availability of organs in times of requirement.
