An inclusive workforce is essential because the city has a 1/3 population of blacks whereas the number of black officers is just 18% . The representation of white officers is about 70% which is a very high percentage considering the population of city which has a sizeable percentage of minorities and other ethnic groups . . Therefore the initiatives taken by the police to address the HR issues is valid that would provide an opportunity to change the department's makeup.
