Explanation / Answer

All may be considered relevant but RCRA mainly regulates the solid wastes and the entitties are known unlike the CERCLA under which the sources may not be known. Therefore my choice is second one that is CERCLA regulates liquid hazardous waste and RCRA regulates solid waste.
