a. There is some missing portion in the question or might be image was not loading for my connection. Therefore, I could not find out length of time for normal activities also PERT diargram was missing from question and hence can not find out length of project
From PERT diagram one has to understand critical path and then sum all the time length to come at length of project.
b. Cost to shorten the project

Consider that table given in question is critical path then , cost is sum of all cost to shorten project by one week which is $141
2nd week cost - Applying same logic - $168
3rd week cost - Applying same logic - $126
