Question

TQM program uses several quantitative tools and measurements to ensure quality of the process. Evaluating processes and performances that uses system of quantitative rates, reports, annual reviews of attainments, etc. can cause forced quotes, classification and ratings that entail unhealthy competition, break of team collaboration within company. Provide your arguments that instead of such purely quantitative systems, managers should personally comment employees' work, advice and help to improve it.

Explanation / Answer

One of the principles of the TQM reads: “Measure

your success!” However topics defined by business case or external issues like

cancelled projects, delayed deliveries, overshooting budget, and useless software are only a tip of the

iceberg comprising problems of complex project reality. To do improvements

effectively a substantial knowledge of those subtitles is required. One may debate that quantitative

tools are not sufficient for the purpose of successful software quality assurance. Intentional

and systematic utilization of qualitative tools may give the missing part of the solution.

Qualitative methods utilize objects other than numbers . The methods

are interviews, discussions, observations, questionnaires, and schemas.

Normally the outcomes are more subjective and more complex to process, and hence need more

work in analysis. However, they provide more informative outcomes.

Quantitative procedures may be used in theory generation, theory improvement, problem

identification and its elimination, and cross-case analysis. They are a must in cases

where more refined reality or system comprehension is required, and complexity, not reductions and

fast processing are a value. Finding reasons for non-technical aspects are

apt fields for them. Though they seem to be intuitive ,their application also needs

infrastructure preparation and special procedures of outcome analysis.

Qualitative methods may be used in optimising a structure of measurements. Whereas, metrics may give assessments or issue indication to focus on with qualitative

methods.
