While related, law and ethics are not the same. The law establishes what individuals MUST do, while ethics describes what individuals SHOULD do. What this means is that some things viewed as immoral may in fact not be illegal, and some illegal activities may not necessarily be immoral.

Gambling with friends at work directly reduces the overall ethical standard of the organisation. Using this type of approach for gambling inside your organisation would reduce the level of code of ethics for the organisation.
Gambling with friends at work should be totally illegal as it directly comes against the job which have to be performed inside the organisation as well as gambling should be legal in the workplace because of the lack of concentration that would be totally lost.
