Federalism is a balanced system of power and inappropriate policing practices is a national issue as illustrated with events in California, Ohio, and Maryland to name a few so it needs to be addressed at the national level and also at the state, and local levels as well. The highest importance, should be placed on local levels as every community is different and will have unique circumstances, but there needs to be state and national reform to make sure all communities are held accountable for their policing practices. In terms of intergovernmental relations, there should be more shared endeavors. An issue we see in Ferguson is that community has a general distrust of the police and the institutions that are in the community. From what was discussed in chapter 6, as there is more shared government, there is more communication.
By building partnerships within the community, outside people and organizations can become more informed about policies and interworking of local government and institutions can gain a broader view of community issues they possibly might not have been aware of. A large intergovernmental issue was evident in the lack of removal of Michael Brown’s deceased body from the street. The organizations responsible were not efficient or respectful of his life or the people who were mourning him. This should have been a priority to complete the instigation and scene analysis, and then for his body to be discretely attended to. Looking back through this course and taking the position of a police commander, street-level bureaucracy come to mind. The police officers are the middle men to enforce laws but also serve the people, they have great power but also great responsibility. It seems as if the police used the public choice theory of decision making which is where bureaucrats will make a choice that minimizes risks and maximizes rewards for their department, agency, or administration, Unfortunately, the police force had to make these decisions with the information they had at the time while there was mounting outrage and civil unrest. The decisions that were made did not seem to respect the community member’s reaction to the tragic death of Michael Brown but lead more towards policing which lead to more rage within the community.
Explanation / Answer
I am agreeing with the given summary that police officers and any responsible public executives must display sense of responsibility towards the community. Any incident of civil unrest will be a sin to humanity. International and national level reforms for policing will be a clear challenge against government authorities. In my suggestion, Moral and ethical policing will be quite important for us to grow with peace and human values.
An integration of international police standards, national policing policies, state police reforms and local reforms of police actions will give a permanent solution of this critical challenge. Government should provide police officers very balanced work life exposure so that they can work without any family level stress or outrage. It will make police system stronger and competent.
