Question
Write a response to the following paragraph:
I feel public management is the study and practice of the direction and management of agencies responsible for work assigned to a government. This could be either simple or complex. The organizations range from small to large as do their assigned task. These agencies are no less important than any in the private sector. Proper management of theses public agencies is imperative because they are funded by government funds. Governments are expected to judiciously manage expenses in accomplishing required tasks. Often within public management positions, politics must be considered and navigated. Many political factors may influence decisions and practices. This is important because management strategies are likely to be different from a similarly structured private organization, due to political climates and factors. Private organizations contain politics as well. These internal politics may be just as influential on management decisions. Often in the public sector the political environment changes quickly because of term limits or defeat in elections. Upper level administration changes usually have large ripple effects throughout public agencies and may completely alter the structure management and purpose of a public organization. This happens in the private sector as well with buy-outs and takeovers. The private sector doesn’t seem to face these as often as the public sector. The more we examine and compare the two, I believe we will identify the two sectors are more alike than different. I’m certain the influencing factors will have marked differences, but these too may hold some similarities if not exactness. At this point Max Weber is probably the scholar whose ideas are most influential to me and most similar to my past experiences with management. Weber’s views and ideas regarding bureaucratic organization seem most familiar and relatable to my past experiences. Weber’s bureaucracy more fairly distributes roles and authority in organizations. His ideas consisted of fixed rules, activities, positions and authority. There is hierarchy of authority with a chain of command. Administrative positions require expert training and ability. The management of the lower units require stable rules and procedures. This is a common trend in most organizations today. Most Bureaucratic organizations are structured and managed fairly. This includes systematic rewards for notable performance, such as merit pay raises or promotions. Workers are clearly aware of their responsibilities and required tasks. These workers generally understand the organizational chain of command. Most strive to move up through the chain as their career progresses. My experience has taught me most employees appreciate structure, rules and accountability. Most appreciate clear understanding and a job free of doubt. Throughout my life I have always worked in organizations which mirrored these bureaucratic ideas. Some of these are, the Army, the Department of Correction, County EMS systems, and my present company. These organizations all function similarly to the bureaucratic systems Weber defined in his works. I’m sure today we modify this system to some degree in effort to function more efficiently. Most notably, my organization welcome new ideas and thoughts on more efficient business practices. I feel this system is a great foundation.
Explanation / Answer
The paragraph illustrates the idea of power propositions on the organizational decision. The influence of power always affects the organization whether it is a private or government-funded organization. Any change in uppermost position always changes the vision of an organization. This is the bureaucratic effect in the organization. Be it any government or private firm there is always a glimpse of politics which you can observe clearly in the management. In government organization, the influence of political changes is high as compared to private sector. Public firms are no less than the private sector as a robust management is utmost important in all organizations. Whenever there is a major political or bureaucratic change happen in public sector it directly affects the decisions taken earlier. I case of government change or any war situation this changes the whole processed which is already in place for the prolonged period. Private sectors also face the same issue in case of mergers or takeovers etc. One of the most demanding management process to tackle this issue is suggested by Mark Weber which discusses and propose to implement a fixed rule and set of processes which need not be affected despite change n leader positions. This helps in avoiding the power proposition in organizations. Public sector companies also have to follow a certain system like private organizations for employee improvement and reward schemes to encourage the people associated with it. As per Weber's thought when new ideas and thoughts are welcomed by organizations which are not influenced by politics the organization will prosper and despite any change in leader positions employee will work creatively. This paragraph shows how the private and government sectors are similar in this way of thought of bureaucratic influence.
