The different stakeholders need to be addressed at different times during a project. The main stakeholders to the project depend on the nature of project. However, the usual stakeholders are the top management, suppliers, customers, regulatory agencies including those related to law, governance and environment, society and anyone else who is affected in some way or other by the project. These stakeholders need to be included in the decision making process and their inputs be considered. Though communication frequency does not need to be uniform for all.

The communication plan should address the needs of stakeholders and their expections from the project. Following is the way to address their communication needs.

(a) Identify the needs and expectations of different stakeholders with the project progress.

(b) Identify what is to be communicated, when ( frequency) and how ( the mode ).

(c) Identify the channels of information and facilitate the desired flow of information.

(d) Define the roles and responsibilities of those responsible for gathering and disseminating the information.Provide training if necessary.

(e) define the reporting structure and channels of communication.

(f) Go ahead with the plan. Evaluate the performance and effectiveness.
