Outpatient surgicalig an departments of hospitals also house many outpatient surger- .e.'%. es. There is no one" business model for the provision of outpatient surgery ities cae ino ans diverte o Emergency rooms have always been major providers of outpa tient care, although they are not often thought of as outpatien facilities because they are housed in hospitals. To relieve hos- pitals of some emergency treatment cost, various freestanding emergency facilities now provide care for emergencies that are not considered life-threatening. Various clinics and hospital outpatient departments also provide primary or chronic care to patients who do not have a regular physician or live in areas where access to a private physician may be difficult. Oftentimes, clinics fill gaps to pro- vide care to individuals who are poor and uninsured, and the greatest challenge to these facilities is to find funding to provide the amount and the quality of care patients need.
