Speaking on a rational note I would like to send the email based on location of current employees. In general while purchasing a house I would like to stay close to the working location, which if falls near to my house I will always feel comfortable staying there as the commuting time which I will spend is shortened.
So, I would not suggest current residents because of the reason that no one would like to purchase two house at same location. I will also not chose something based on religion as it is against the morals.
