No, I don’t agree that legal risks, medical malpractices claim, tort reforms and defense medicine does not increase cost of care. This is because someone has to bear the cost of all these. Let us assume that 1 in 100 makes such claim. Then 100 people has to bear the cost of one. Through the increase might not be significant.
Yes, these reforms impact the relationship of doctor and patient. Doctor might not be willing to take risk fearing for above reform, this encourages doctor from hiding the alternatives available for patient. Moreover, patient might black mail the doctor by merely quoting the above reforms. This create fear among the doctor.
